a) Safety and environment management activities

In order to build up an atmosphere of safety and environment protection, to set up the ideas of safety first and harmonious development, and to safeguard the life safety, property safety and environmental cleanliness, the Company launched activities of safety and environment control by all means. Every June is set the Month of Safe Production and the Month of three Oppositions (Opposition against rule-violating operation, oppositions against rule-violating conduction and opposition against breaking labor disciplines) to emphasize safe operation in compliance with rules and disciplines. Every year, the Company provides certain trainings to intensify the internal communications, organizing quality supervisors and examiners to study the standards and rules relating to safety and environment, to study the relevant regulations of the environment control system and to updating relevant knowledge. Every year, the Company conducts identification and verification over the environment factors and the danger sources in each department to improve or evaluate the management schemes and measures regarding significant environmental factors and key danger sources. The Company regularly conducts supervision, examination and internal verification, tracks down and evaluates all kinds of activities regarding safety control so as to explore the existing deficiency, to formulate correct measures by reasoning and to improve the relevant regulations and safety and environment performances.

b) Management of garbage, wastewater and dangerous cargos

Garbage disposal in and out of special regions and discharge and reception of daily wasted water are stipulated in the Appendix V “Vessel Garbage Pollution Prevention Regulations” and the Appendix IV “Vessel Daily Wasted Water Pollution Prevention Regulations” of 1973 International Vessel Pollution Prevention Convention Revised by Protocol of 1978. As the routes of the Company cover the main ports and waters across the world, taking environmental protection and pollution reduction as its duties, the Company sticks to the regulations of the international convention to carry out the garbage disposal and wasted water discharge. All the garbage and waste is stored in centralization, disposed of on land or burned on board. Wasted water is stored within the wasted water cabins till the water can be discharged by admitted means or processed in the factory. The volume of garbage and wasted water on board is required to be lowered as possible. As for the self-applied dangerous chemicals of vessel, the Company formulated relevant management and use procedures to prevent the materials from polluting the environment and doing harm to human bodies.

c) Emergent response team

To deal effectively with all types of accidents that may emerge during the course of production and management, the Company formulated processing procedures against emergency and accidents on the respects of organizational institution, responsibility and duty, communication and contact and measures and action. As for the incidents and accidents relating staff, cargo, vessels and pollution, the Company set up the emergency team, the subsidiaries set up the emergency response team and vessels and the sites of accidents set up the on-the-spot disposal team, which formed emergency disposing network from the headquarters of the Company and the site. The vice general manager takes the position of head of the emergency team, people in charge of the involved staff, cargo, vessel and pollution are the members of the emergency team. The captain and the leader of the subsidiary are the general commander on site. The general dispatching office functions as the contact and information center during the action against emergency, keeps the communication between the site of accident and the emergency team smooth and conveys instructions. All the members of the emergency team are organized to receive training and conduct maneuvers regularly and the vessels are arranged for regular vessel-coast united maneuvers.

 

Emergency maneuvers

On July 26, 2005, Ship Qiuhe of the Company reported during the 338S navigation southward: there was light yellow liquid cargo leaking from one of the containers. Shipping order indicated that it was registered as paper when declared, which obviously conflicted with the actual situation. Emergency disposal procedures against dangerous chemicals were immediately carried out: the general dispatching office instructed Pan-Asia Company, Rizhao Subsidiary of COSFRE Qingdao, COSFRE Guangzhou, and the Qiuhe-relating departments to investigate the real name and property of the leaking cargo. The leaking cargo was collected, stored and transferred to the consignee. Afterwards, through repetitive verification, the real shipment name of the leaking cargo was cyclohexane, dangerous chemical of Class 8 (Sub-dangerous of Class 3), the UN code 2357, corrosive, explosive and toxic. Qiuhe was arranged by the Company to anchor Guangzhou Xinsha Harbor temporarily; the leaking dangerous chemical was unloaded. 2 layers of tins containing cyclohexane were found piled in the container and some of the tins were damaged and broken. The shipping agency of CONFRE Guangzhou disposed of the incident, avoiding a potential shipping accident caused by dangerous chemicals successively.

No leaking accidents of chemicals, oils and fuels happened in 2005 and therefore no penalties caused by the environmental incidents
