The International Vessel Safe Operation and Pollution Prevention Regulations (ISM), issued in 1994 and revised in 2000 by the International Maritime Organization, demands that shipping companies engaged in international route business should establish the Safety Management System. As an oversized shipping company engaged in international container service, the Company set up the safety management system in 1996, and thus became the first Chinese shipping company that passed examination, verification and certification attaining the first Document of Compliance and Safety Management Certificate in China. All the staff was equipped with intensified sense of pollution prevention and the maritime risk resistance of the coast and ports was improved through activities regarding scientific, standard and systematic vessel safety management and pollution prevention, and the safety situation of the Company improved year on year. In accordance with the International Ship and Port Equipment Security Regulations (ISPS)(Which took effect on July 1, 2004), the Company set up the first vessel security system, became the first shipping company with the Vessel Security Plans by passing examination, verification and certification and thus attained the first International Ship Security Certificate in China. By December 2003, all the vessels of the Company passed examination, verification and certification to ensure the personnel safety and the vessel safety.
b) Pursuit for zero vessel PSC deficiency notations
The Company established mechanisms like dynamic tracking, information feedback, emergency handling and supervision and examination to intensify control over the vessels accepting “supervision and examination conducted by the port country”. In order to reduce the delayed incidence of the vessels, the Company cast more investment in updating the equipment, lays emphasis on daily maintenance of the vessels and equipment, analyze the reasons for delay and improve the situations. On the other hand, the deficiency of the vessels found in the inspection conducted by the port country is made indicator, monthly, quarterly and yearly statistical analyses on PSC are released and analyses on delayed cases of container carriers are published regularly, which makes the staff on land and the crew on broad aware of the latest information on PSC Inspection to conduct complete self-inspection. Deficiency found in the vessels shall be analyzed and handled and measures shall be formulated and taken for prevention and improvement. The vessels are encouraged to pass the PSC inspection without deficiency notation. In 2005, 223 vessel-times PSC inspections were conducted, and 179 vessel-times without deficiency notation, no deficiency notation passage 80.27% and 44 vessel-times with deficiency notation, 19.73% subject to the number of inspected vessels. In recent years, no deficiency notation of the vessels of the Company has kept more than 80%.
