Safe production systems and measures |
Both COSCO and subsidiaries have set up organizations of Safety Committee,
which is responsible for safety management decision-making, supervision,
coordination and direction, safety accident investigation and disposal.
The organizations demand at least a safety meeting each quarter, to analyze,
conclude, research, evaluate and predict the group’s safety situation,
make safety decision, and establish safety plans and measures. Both COSCO
and subsidiaries have set up urgency disposal leading team and workgroup,
responsible for the supervision, coordination, direction, and disposal of
urgencies taking place both onboard and in land.
They have established various safety rules, systems, and procedures, to standardize the safety management for both ships and in-land enterprises. They have also established safety and risk management procedures as well as urgency disposal procedures for the group, stipulating execution procedures for safety decision-making, planning, execution, examination, disposal and urgency reaction, and mistake control measures. All these have improved the capability to pre-control safety risks and accidents.
The group also enhances the construction of safety management team. COSCO has set up positions of general captain and general chief engineer officer, added safety management executives, and highlighted training before post assumption and crew assessment, to strengthen consciousness of safety and skills.
In the first half of 2006, the group has offered examination and evaluation for 25 companies both at home and abroad, and given sample examination for 193 ships. After the sample examination, 293 defects have been corrected. COSCO has successively completed safety supervision, examination and evaluation for China Marine Bunker, COSCO Logistics, COSCO Shipbuilding and COSCO Shipyard. According to the features of safety management in season and discipline as well as the focus and difficulty, the group has conducted on-site supervision and examination for Zhoushan Shipyard, Dalian Shipyard, Guagnzhou Shipyard, COSCO Logistics Shanghai, COSCO Logistics Beijing, Guagnzhou Ocean, Guangzhou Jotun, COSCO Financial, COSCO International Freight, China Tally, etc. The supervision and examination covered 20 companies, and over 30 major problems and hidden troubles were found, including 2 very serious hidden safety troubles. The results were reported and an examination report was submitted, and the settlement and implementation will be traced.
Through the research on the topic of Ship Navigation under Special Weather Conditions, the group has carried out special research, based on the theory of textbook, starting on the actual situation, fully using experiences of COSCO experts and accumulated for dozens of years, and relating to COSCO fleet’s structure, different ship varieties, different sea zones and different loading situations. It will be taken as the internal guidelines for COSCO ships in safety operation, and will be provided for ships as important technology support for ship navigation under special weather situations. It has played an important role in the decrease of casualty and wealth loss caused by serious ocean loss accidents, and at the same time has filled the blankness in the field.

Each year, the group organized employees to conduct health examination,
asking every employee working on land for all-round health examination once.
At the same time, due to the workflow feature, each crew is demanded to
have health examination before they are onboard. They are allowed to go
onboard only when they are healthy proven by the examination.
The in-land companies set infirmary, which is equipped with necessary first-aid drugs and common drugs, so that employees could get timely medical assistance.
To continuously improve female employees’ labor environment and conditions, the group also attaches great importance to the settlement of female employees’ health examination system and pay attention to their health in both body and mind.
To settle the realization of female employees’ right and special interest as regulated by laws and codes, COSCO Group and subsidiaries have set up Labor Union Female Employee Committee, providing special protection for female employees. When evaluating whether a contract is standard or efficiency, the contract should cover special rights for female employees. It can help realize the maintenance of rights and special interests for female employees in the source. COSCO has been paying attention to and enhancing the labor protection for female employees during the production course. At the same time, the group organizes labor safety & health supervision and examination for female employees according to practical situation. To continuously improve female employees’ labor environment and conditions, the group also attaches great importance to the settlement of female employees’ health examination system and pay attention to their health in both body and mind.
To offer better protection for female employees and children, COSCO has established maternity leave and lactation vacation system. In terms of before-birth vacation, after 7 months of pregnancy, females can rest for an hour during the workday, and can ask for a half and two years’ holiday after approval. Regarding the maternity leave, female employees will enjoy 90 days of vacation, and female employees who are pregnant at a mature age will enjoy 120 days of vacation. Pregnant employees encountering dystocia will take 15 days more for the vacation. The more babies the pregnant employee gives birth to once, the longer holiday she will take, with one baby for 15 days. Concerning the lactation holiday, female employees can ask for a half and six months of leave if approved.
According to related national and local documents, COSCO Group has carried out active propaganda for the prevention of very serious diseases such as AIDS. The group has also made great efforts to popularize related knowledge and required internal medical personnel to take part in the training on the prevention of serious diseases such as AIDS, which was organized by local authoritative sectors, to ensure the settlement of the prevention.
