COSCO Group has been governing the enterprise according to laws and made good achievements in legal affairs. No penalties were imposed on COSCO in 2006 because of any breaches or violations of laws and regulations.

COSCO's legal work is mainly reflected by the following aspects:

■ Fully carry out the spirits of meetings of the central government and SASAC to establish and improve COSCO's legal risk prevention mechanism. COSCO's subsidiaries make great efforts to improve the legal risk awareness of leaders at all levels, further improves the company's internal control mechanism, continue to strengthen the legal risk prevention in key fields and bring the supervision role of the two legal resources into full play.

■ Continue to boost the enterprise legal consultant system with the general legal consultant system as the core. The general legal consultant system is a powerful measure for SASAC to carry out the scientific concept of development, lift the management of state-owned enterprises and sharpen their international competitiveness. COSCO is striving to realize the òGeneral legal consultant in place, Legal affair institutions in place and Functions of general legal consultant in placeó. The company actively enhances the organizing guarantee of the legal work, establishes effective systems for legal work and fulfills the responsibilities of the enterprise's general legal consultant and legal affair institutions.

■ Push the core value of governing the enterprise according to law and create the enterprise's philosophy of òcompliance culture and outcome cultureó. As one of the world's most important shipping companies, COSCO has its footprints of fleets and institutions worldwide, which represents not only the image of the corporation but also the image of the country.
No matter the off-shore management staff or the seamen are required to build up the core value of doing business according to laws and living and leading according to laws, thus forming good atmosphere of learning laws, conforming to laws, using laws and protecting laws.
