Based on the principle of promoting the prosperity of the global economy, pushing the implementation of the global compact and sustainable development, boosting the performance of the social responsibility and fighting against commercial bribery and industry monopoly as well as building a fair, open and justice market competition environment, COSCO energetically takes part in the related national, industry and international activities and demonstrates its philosophy and the awareness of the management through various effective channels and places while making promises to the public. COSCO participates into formulating related international conventions and national laws and regulations, thus integrating itself into the exchange and communication environment of international and national economic, environmental and social affairs in a capacity of a multinational enterprise. |

(1) From Feb. 6 to 10, 2006, Capt. Wei Jiafu, President of COSCO, presented the symposiums for soliciting suggestions on the òGovernment Work Report (Draft for Comments)ó and the òOutline of the 11th Five-Years Plan for National economic and Social Development of P.R.C. (Draft for Comments)ó that would be submitted to the 4th Plenary Session of the CPPCC National Committee. The symposiums were hosted by Premier Wen Jiabao in Zhongnanhai.
(2) COSCO's executive vice president Zhang Fusheng participated into the 4th Plenary Session of the CPPCC National Committee as a CPPCC representative and delivered the following proposal and suggestions: òProposal on Accelerating Integration of Enterprise Income Tax with Income Tax of Foreign Enterprisesó and five suggestions: on further regulating China's 3PL management and promoting the development of 3PL enterprises; on perfecting the laws about the economic compensations for terminating labor contracts, properly increasing compensation standards and lifting precedence of laws; on strengthening the construction of China's mariner talent teams; on exempting mariners in ocean shipping industry from income tax and on issuing Mariner Law and Mariner Regulations as soon as possible. On Mar. 16, 2007, the 5th Plenary Session of the CPPCC National Committee passed the Draft Enterprise Income Tax Law of The People\'s Republic of China, the core of which is the unification of the income tax for domestic and foreign enterprises. The Mariner Regulations was also enacted by the State Council on Sept. 1, 2007.
(3) Executive vice president Zhang Fusheng presented the National Society Of The Party Construction Study
The National Society of The Party Construction Study selected the leading institutions of the 4th Council and arranged the future work of the national Society of The Party Construction Study. Executive vice president Zhang Fusheng was selected as the member of the National Society of The Party Construction Study's council. |

(1) COSCO debuted at Boao Forum for Asia in the capacity of the sole major developer and permanent sponsor for the first time
The Boao Forum for Asia Annual Conference 2006 was successfully held from Apr. 2 to Apr. 23 in Bohao of Hainan Province with a theme of òAsia searching for win-win: drive growth to the next leveló. It was for the first time for COSCO to debut at the forum in a capacity of sole major developer and permanent sponsor to participate into the work of the conference, which was highly praised. Capt. Wei Jiafu, President of COSCO, presented the conference and delivered two speeches named òEnergy Supply and International Shippingó and òInnovation of China's State-owned Enterprises: COSCO's Practiceó, through which he promoted the philosophy of global compact and sustainable development. |

★ On Nov. 20, 2006 Greek Prime Minister Costas Karamanlis met Capt. Wei Jiafu, President of COSCO, during his state visit to China. The Prime Minister said in his speech that Greek Government attaches great importance to the mutually-benefited cooperation with China in the shipping field.

★ Executive Vice President Zhang Fusheng met the delegates from Rotterdam of Netherlands led by Mayor of Opsterdon in Beijing Ocean Plaza. Zhang Fusheng introduced the development of COSCO and expressed the gratitude to Rotterdam and Rotterdam Port for their support for COSCO's local business development in past years. Mayor of Opsterdon and the head of the port authority introduced the future development of the city and the port respectively.

★ On Jul. 5, executive vice president Zhang Fusheng and Chen Hongsheng presented the Maiden Voyage Ceremony of M.V. COSCO Panama, together with Hon. Vivian Fernandez de Torrijos, the First Lady of Panana, Ruben Arosemena, Second Vice President of the Republic of Panama and Administer of Panama Maritime Authority, and Alberto Aleman Zubieta, the Administrator of Panama Canal Authority.

★ On Jul. 13, Capt. Wei Jiafu, President and CEO of COSCO Group, was invited to attend the reception held in honor of Spanish Crown Prince Felipe de Borbon y Grecia's visit to China. He briefed the Crown Prince on COSCO's investment in Spain, shipping services COSCO has provided to local importers and exporters and the company's efforts to improve the employment situation in Spain.

| ★ On July 27, a celebration ceremony for christening of MV. COSCO HELLAS and the maiden voyage to the Port of Piraeus was held, which was attended by Capt.Wei Jiafu, President of COSCO Group, and Greek Prime Minister Karamanlis. In his speech, Prime Minister Karamanlis spoke highly of the efforts made by COSCO for the promotion of maritime relationship between the two nations. |

He also expressed that Greek government will continue to support a mutually beneficial partnership between the two maritime communities. Capt. Wei said that COSCO will make continued efforts together with Greek shipping communities to further maritime links between China and Greece.
