In accordance with laws and regulations, COSCO's labor unions at all levels conduct collective negotiations and sign collective contracts on half of employees on such matters as labor pay, work time, break & vacation, labor safety & sanitation, occupational training and social insurance & welfare funds in a bid to protect the legal rights and interests of employees. All subsidiaries have completed the signing of the collective contracts, and they persist in and are improving the employee democracy management system based on the employee representative system, strengthening the enterprise's democratic management and striving to protect the legal rights and interests of employees. COSCO also has strengthened the guidance for enterprises under reform and restructuring that persist in and improve the employee representative system, and promotes the system of evaluation on the quality of the employee representative conference and the system of the patrol role of the employee representatives. COSCO deeply pushes the "publicity of company affairs" system and includes it into COSCO's risk management system. |

COSCO Shipyard established the "Outsourcing Engineering Management Department" particularly for managing migrant workers, and formulated and improved the Administrative Regulations and Evaluation Measures for Migrant Workers. The company implements the "group-based" management model for migrant worker construction teams and set up 20 "migrant worker labor unions" with the sub-contractor as a unit. COSCO Shipyard supervises the engineering teams of migrant workers that whether they perform the labor contract, improve the salary payment system and implement the social insurance system. |

Currently, the coverage ratio of collective contract, the notification ratio of material matters and the coverage ratio of democratic supervision of COSCO have all reached 100%. |

COSCO was crowned the title of òNational Advanced Unit of Making Company Affairs Openó by Central Commission for Discipline Inspection, Organization Department of the CPC Central Committee, SASAC, Ministry of Supervision and All China Federation of Trade Unions. With the progressing of the comprehensive risk management, COSCO takes the open official business as the mechanism and the program of the decision-making risk control and includes it into the risk management system. Open official business and democratic management have been embedded into more than 60 decision-making programs.
