| (1) Constantly improve the labor protection mechanism for occupational health. |
| COSCO increased the investment in labor protection for occupational health, organized education and training on labor safety and improved sanitation conditions for labor safety, environment protection and special protection for special labor types, ensuring the harmful and poisonous factors to the physical health of employees can be controlled within the safety and sanitation standards. COSCO's subsidiaries at all levels develop the sanitation operation code for labor safety and establish the paid vacation system in every year according to the national and industry standards and their actual situation. Labor unions take part in formulating sanitation and operation code for labor safety, provide support of the examination and supervise the implementation of the labor protection measures. |

| (2) Put great efforts into the medical healthcare for employees. |
| Each year, the group organized employees to conduct health examination, asking every employee working on land for all-round health examination once. At the same time, due to the workflow feature, each crew is demanded to have health examination before they are onboard. They are allowed to go on board only when they are healthy proven by the examination. The in-land companies set infirmary, which is equipped with necessary first-aid drugs and common drugs, so that employees could get timely medical assistance. |

(3) According to the Regulation on the Prevention and Treatment of HIV/AIDS (hereafter referred to as Regulation) issued by the State Council on Jan. 29, 2006, COSCO Group has carried out active propaganda for the prevention of very serious diseases such as AIDS in subsidiaries at all levels especially on ships according to the industry characteristics of the ocean shipping. The group has also made great efforts to popularize related knowledge to prevent serious diseases such as AIDS.
COSCO strengthens the requirements in such aspects as treatment, injection and blood management on ships to strictly conform to the national regulations in order to eliminate the possibility of AIDS from the fundamental source; strengthens the requirements for crew's sanitation and requires crews to pay attention to personal sanitation during working and living on ships with regular physical examination needed; CSOCO Group and its subsidiaries at all levels carefully learnt and carried out the Regulation to reinforce the requirements for daily sanitation management of employees at all levels. Such tools as education, training, regular physical examination and daily propaganda are sued to control the possibility of serious diseases including AIDS. In addition, employees are required to publicize AIDS knowledge to their relatives and families to jointly prevent AIDS.
At the same time, internal medical personnel are required to take part in the training on the prevention of serious diseases such as AIDS, which was organized by local authoritative sectors, to ensure the settlement of the prevention. COSCO Group developed the òCOSCO Group Emergency Proposal for Emergent Public Sanitation Eventsó to fight against the public sanitation events and safeguard the physical health of employees. |

| (4) Labor unions at all levels actively organize the cultural and sports activities in order to guarantee the physical health of employees. A variety of cultural spots associations are established, such as table tennis association, mountaineering sports, badminton association, swimming association, table tennis association and volleyball association; sports games also are also organized such as football games, swimming games, basketball games and volleyball games. The group also offered recuperation and relaxation to front-line employees. The fitness activities ad the vacation enhance the physical strength of employees and ease the pressure due to stressful wok while reinforcing the friendships among employees and cultivating a comfortable fitness atmosphere. As a result, employees will love COSCO more and the enterprise cohesion becomes stronger. |

※ Strengthen the efforts against stowaways through ships.
In 2006, COSCO Group found a total 14 stowaway cases with 32 people involved, and 10 cases with 26 peoples in total were discovered and capture before the ships' departure from ports. The discovered cases and the captured cases accounted from 71% and 81% of the total cases. The stowaways cases were reduced by 15 cases or 147 people compared with 2005, down by 52% and 82% respectively. |

In 2006, COSCO's ships accepted 1,343 ships accepted received ISPS examination for 1,183 times/ship in domestic and foreign ports, all of which successfully passed the examination with the qualification ratio reaching 97.4%. All ships establish the safety examination system before shipping, during shipping, before arriving in ports and during berthing as well as the key basic points of the security examination at ladder ways. It will be better to start the search through the close cooperation of the port facilities and ships and from the nearest areas to the ships. Any such search should fully consider the respect for human rights and the protection of the basic personal indignity". Our ocean ships often berth in different countries with different customs and national situations, so seamen are required to learn and master the operation skills of the non-invasive safety examination at ladder ways, paying attention to any clue and avoiding being accused of human rights violation. Before arriving in ports, the captains should get information as more as possible from the agents, such as the security level of the ports, basic situation of the ports and local customs, in a move to take corresponding safety examination measures. |

■ Port State Control (PSC) |
※ Track amendments to conventions and guide ships to perform conventions
Most amendments to international conventions took effect in 2006, and in this year port stages enhanced their centralized examinations and special examinations. Considering the special examinations and the effective amendments to conventions, COSCO issued the notices and the guiding suggestions for performance. COSCO's subsidiaries paid close attention to the amendments to conventions and collecting new trends and new features of port states for ship examinations to guide ships to do well in port state control and performance. In 2006, 1,292 vessel-times PSC inspections were conducted, and 813 vessel-times without deficiency notation passed while 1 vessel delayed, setting a new record. COSCO Group's average detainment ratio is much lower than the average level in these regions.
※ Carefully execute the related regulations of authorities, strengthen safety management and protect environment
Since 2001, based on the Port State Control, the U.S. Coast Guard has launched the solution of Qualship 21, quality shipping for the 21st century, to encourage ship companies to improve environmental protection, pollution prevention and security level. As of the 2006 end, a total of 84 ships of COSCO Group have been honored the title of Qualship 21.
China Maritime Safety Administration has introduced the òSafe & Faithful Shipó to drive Chinese shipping companies to enhance safety and pollution prevention. The ships under the administration of COSCO Group having won the title account for a large percentage. |
| The PSC inspection, the Qualship 21 award and Safe & Faithful Ship title are reflective of COSCO's ships in safety management and also an important factor to evaluate the environment indicator named pollutant emission of ships. They indicates that COSCO carefully performs the international conventions and related regulations of local authorities and achieves good effect in safety management, environment protection and performing social responsibility. |
