■ Working mechanism and achievements of labor unions Labor unions of COSCO Group at all levels, as mass organizations established by employees voluntarily, represent and protect legal rights and interests of employees, while ensuring overall interests of the group. Based on the grass roots, the ships and the employees, they independently carry out various activities in compliance with the China Labor Union Statute and Labor Union Law. Labor unions have fulfilled the functions of maintenance, construction, participation and education, boosting the enterprise reform and development, maintaining enterprise stability, and enhancing enterprise cohesion.  
 
Overview of collective contracts and collective negotiation

COSCO Group's labor unions at all levels fulfill its maintenance functions according to related laws and regulations such as the Labor Union Law and the Labor Law, making the attention of rights maintenance turning from the detailed difficulties and the solution to these difficulties into the basic interest of employees and the establishment of rights maintenance mechanism according to the law. In 2004, after the issuance of the Regulations on Collective Contract established by the Ministry of Labor and Social Security, the Labor Union of COSCO Group has drafted in time and issued the COSCO Group's Implementation Measures for Regulations on Collective Contract together with the administrative sector of communist party. In 2006, COSCO's labor union worked with related departments including human resources department formulated the latest collective contract draft and organized employees for equal negotiation according to regulations to complete the preparation before the new round of signing the collective contract. Currently, second-tier subsidiaries of the group have accomplished 100% coverage for the signing of collective contract.

Overview of employee representative conference system
COSCO Group's labor unions at all levels organize employees of the group to participate in democratic decision-making, democratic management and democratic supervision through employee representative conference and other forms, and in accordance with laws and regulations. They pay attention to the role of democratic decision-making played by the Joint Assembly Meeting of the employee representative conference, and actively drive the patrol examination of employee representatives, to ensure employees to fully exert their rights of democratic management and democratic supervision on key issues related to production and operation of the group, and to practical interests of employees. To better play the role of the employee representative conference, and increasingly improve the quality and employees' satisfaction, the Labor Union of the group has successively established the Supplementary Regulations on Democratic Evaluation of Employee Representative Conference on Leaders, Detailed Rules on Implementation of COSCO Group's Proposal Committee, Measures on Evaluation of Quality of COSCO Employee Representative Conference, etc, to further perfect the employee representative conference.
Advancement of labor unions
COSCO's labor unions at all levels attach great importance to the appraisal of labor models to promote the spirit of trying being the first and creating excellence while taking respecting and caring for labor models as an important task to enhance the enterprise's cohesion, and making efforts to better serve labor models.  
In order to strengthen the labor model management, COSCO Group's party committee, administrative department and labor union jointly issued the COSCO Administrative Measures for Labor Model Management to promote the normalization of the labor model management based on the system, forming a working mechanism to cultivate, select, commend, publicize and manage labor models. COSCO's labor union organizes the recreation activities every year for labor models.
Reasonable suggestions
Labor unions at all levels collect the reasonable suggestions of employees through such channels as employee representative conference, working meeting, mail or email. The feedbacks will be firstly provided to the individuals after summary and analysis, with good reasonable suggestions to be rewarded. In 2006, the company received 3,438 suggestions with 1,899 reasonable suggestions adopted.  
Public disclosure system for officials before appointment
COSCO Group adopts the public disclosure system for officials before they take their offices. The officials who will be promoted to vice general manager or higher of COSCO Group or the leaders of COSCO's directly-managed subsidiaries will be informed the public. The disclosures include such information as name, gender, birth date, native place, education, political status, work experience, current position and promoted position. The disclosure usually lasts 7 days through OA system or paper notices.  
Meanwhile, dedicated telephone and mailbox are available with special persons appointed to receive visitors, and record the ideas of the public for timely disposal and careful verification. Meanwhile, the confidentiality should be kept. The public disclosure system is effectively reflective of the right to know, the participation right, the selection right and the supervision right of the employees for official selection.
