5 Emission, sewage and waste

With the increasing of businesses and ships, the group's emission, sewage and waste are also growing, however, the emission and waste per unit shipping capacity are decreasing obviously.

■ Greenhouse gas (Direct emission quantity)
(1) NOx: According to Clean Cargo Working Group Environmental Performance Survey Appendix II Simple methodology NOx string emissions calculation 87g NOx/kg fuel for 2-stroke engines and 57 g NOx/kg fuel for 4-stroke engines.
(2) CO2: According to IMO MEPC/29/18/DEC.1989, 3110g/kg-fuel.
(3) Sox: According to Clean Cargo Working Group Environmental Performance Survey Appendix II sulfur content is 3%, 60g/1kg-fuel.

■ Emission per unit shipping capacity

■ All ships of COSCO Group own the International Oil Pollution Prevention (IOPP) Certificate. As required by the international convention, all newly built ships of the group hold the Environmental Protection Emission Certificate.
* 1. The table only lists the indirect emission by the electricity consumption. For the emission of CO2 by heat and steams, COSCO will include it into the report for the next year.
2. Calculation coefficient of electricity consumption and indirect CO2 emission: 1kwh generates 0.997 kg of CO2 (Source: Average figure released by NDRC)
■ Reduced emissions due to fuel oil saving
The below table shows the reduced emissions by COSCO in 2006 compared with 2005 due to the fuel oil saving, based on the sequential calculation on the fuel oil consumption per unit defined by the Ministry of Communication of China:

■ Reduce emissions of materials consuming ozone:
In order to reduce the emissions of materials consuming ozone, COSCO strictly conforms to the international conventions when using medium and refrigeration agents in fire control equipment, refrigeration equipment and others. The air conditioning systems of new ships all use the 404A, a refrigeration agent that has little effect on ozone.
■ Oil dirt, sewage and waste:

COSCO has been conforming to the regulations of MARPOL 73/78 convention, the Appendix IV of òRules on Preventing Pollution by Domestic Water of Ships" and the Appendix V of òRules on Preventing Pollution by Garbage of Ships" issued by IMO; the company has developed strict and sound management systems and the operation criteria for ships in oil dirt processing, off-shore processing of garbage and sewage discharge, requiring all ships to earnestly conduct the relevant operations according to the regulations of the convention and the articles of the company while making efforts to reduce oil dirt, garbage and sewage of ships as much as possible. The sewage of ships is discharged by strictly adhering to the relevant regulations of the international convention on special zones and oil content. At the same time, COSCO puts great efforts on the safety management of the fleets to ensure the secure production of the fleets' core business and avoid the environment pollution accidents due to the maritime damages to ships. COSCO's all tanker fleets are using the double hull, which can maximally avoid the environment pollution risks due to the maritime accidents. The past 4 years haven't seen any oil pollution for sea caused by COSCO ships.

■ All ships install the 15PPM monitoring device of oil-water separator. It has kept 100% perfection and 100% stable operation ratio for environmental protection facilities.

■ Total amount pollution of ships' oil pollution to sea and sewage charging off-shore:

COSCO Dalian is engaged in the tanker business, so some environment protection standards adopted by COSCO Dalian are obviously higher than the ordinary requirements of international conventions and laws in a bid to adapt to the needs of the international markets. For instance, the wash water can be discharged through the ODME on the tanker according to the requirements, but COSCO prefers to paying high expenses to the professional processing companies with processing qualification to dispose of the sewage in order to protect the environment and undertake the social responsibility thus alleviating the pollution to the ocean. During the past 5 years, COSCO had never been complained or fined for the discharge of the oil-generated sewage.

CHIMBUSCO lists the "Preventing Pollution of Oil Products, Increasing Resource Utilization" into its objectives. In accordance with the characteristics of its business management, the company segments the existed environment protection risks into 72 possible reasons for risks in 17 categories, working from the source and thinking the small to eliminate the pollution and protect the environment.
CHIMBUSCO Qingdao organizes employees to voluntarily clean the Fu Mountain, picking up and clearing the white garbage along the two sides of the mountain roads to make their contribution to beautify the living environment of Qingdao.

■ Nantong COSCO KHI Ship Engineering created a new way of ship-building. Since its inception, the company has been promoting the environment protection, energy saving and consumption reduction to fully build it into a thrift enterprise. During the past 10 years, the company has taken many effective measures in energy saving and emission reduction, achieving excellent achievements and establishing a garden-like and environment-friendly factory step by step. They develop various environment-friendly large ships solely by themselves, which are highly recognized by the ship owners at home and abroad. Energy saving and environment protection are also considered by the company's phase-2 expansion, ensuring the harmonious co-existence of the enterprise and the environment and promoting the sustainable development of COSCO's ship-building business.

■ Solid wastes: In accordance with the requirements of the appendixes of MARPOL convention, COSCO collects and disposes of the solid wastes according to regulations.

■ Processing and disposal rate of ships' industrial wastes reaches 100% (including garbage, oil dirt and residue)

■ Disposal quantity of wastes: Collect and incinerate solid wastes according to the requirements of the international convention.
In 2006, COSCO continued its environment protection in office locations. The group gradually conducts the recycling processing on the waste oil, rejected daylight lamps and batteries, and establishes the account for the recycling processing of harmful wastes to effectively prevent and reduce the resulted environment pollution.

■ Material spilling

In the recent 4 years, both COSCO's ships and off-shore enterprises have never been exposed to the material spilling events and sea pollution accidents, including oil, waste, chemical products and other spilling events.
■ Retired ship policy and situation of retired ships
According to the No.2 Order of the Ministry of Communication, COSCO ships reaching the retirement year should retire on schedule, and COSCO ships that are not fit for ocean shipping should withdraw from shipping companies of COSCO after technological authentication and be sold to other shipping companies. The withdrawn ships of the group are divided into operation ships and waste steel ships and are sold to shipping companies with operation qualification and to qualified ship disassembly companies respectively. So all its retired ships will not pose threat to the environment. In future, when selling the ships to qualified ship disassembly companies, COSCO will require the contract parties to provide materials and relevant promises in such aspects as the qualification as a disassembly company, establishing a management system for operation environment and usage of primary materials after the disassembly, ensuring the disassembly of ships under the premise of environment protection.
■ Enhancing resource recycling and comprehensive utilization
(1) Driving waste recycling and comprehensive utilization: each subsidiary, especially ship-building and ship-repairing enterprises should enhance comprehensive waste utilization to decrease waste.
(2) Doing better in the utilization of recycled resources. All subsidiaries should focus on the recycling and utilization of recycled metal, waste tyres, waste electric appliances and electronic products.
