(2)  Energy conserving by management

One of aims of COSCO Group's “Lean Management” is to enhance management, gather all staff' efforts, and decrease energy consumption. COSCO Group has established a leading team with President Wei Jiafu as the team leader. The group has issued and sent to subsidiaries the COSCO Group's Measures on Ship Energy Conserving in 2006, Brochure on COSCO's Fuel and Lubricant Conserving. Five companies including COSCO Container Lines, COSCO Bulk, COSCO Logistics, COSCO Shipping, and COSCO (H.K.) GROUP were chosen as key units for implementation. All these companies have made innovation and breakthrough in the energy-conserving program.

COSCO's subsidiaries establish system management documents according to the requirements of lean management and ISM rules to regulate the administration system of conserving energy with ship as a unit and stipulate relevant regulations including Notice on Ordering and Supply of Fuel Oil for Ships, Notice on Transport Production Statistics and Calculation of Vessel Times, Administrative Regulation on Technology of Lubricant and Fuel Oil for Ships, Notice on Ordering and Supply of Lubricant for Ships, Administrative Regulation on Energy Conserving and Consumption Quota and Specification on Fuel Oil and Lubricant for Ships.

Responding to COSCO Group's call of “Lean Management Year”, COSCO Container Lines makes efforts to achieve the sustainable development. Based on its fuel oil consumption characteristics and the philosophy of lean management, COSCO Container Lines develops the “real-time monitoring platform for fuel oil of ships” that integrates multiple information technology applications. With this platform, ship managers can timely discover the abnormal fuel oil consumption, analyze the reasons of the abnormal consumption on a quantitative basis and develops adjustment proposals reasonably to realize the consistence between energy conserving and consumption reduction with business operation. The ship managers of MV COSCO NAPOLI leverages the monitoring platform for fuel oil to adjustment the speed of the ships by taking such factors as original shipping scheme, schedule, weather and loading/unloading plan of ports into account, saving 192 tons of fuel oil in 4-day voyage. As an example of the energy conserving for ships, the project of “real-time monitoring platform for fuel oil of ships” was decided by the Ministry of Communication of China as a demonstration and promotion project on energy conserving in China's communication industry in 2007. In addition, COSCO Container Lines also strengthens its cooperation with weather routing companies in US, using the weather routing to enable the “constant” rotation speed of the mainframe and make ships sail strictly based on the designed lines and the required speed. In this way, the oil consumption can be reduced by around 3%.

COSCO Dalian installed the cargo oil heating management software system for ships in early 2006, which can help calculate and monitor the best time for heating and change the previous practice of heating cargo oil depending on experience. This system reduces the time of heating the cargo and keeping the temperature of the cargo, shortens the time of the boilers' running, reducing the equipment utilization and the fuel oil consumption.

COSCO Xiamen holds the TQC campaign in order to save the fuel oil for ships. The company sets up a QC team consisting of the shipping engineering management staff from the technology department, shipping dispatch staff, ocean management staff and mariner management staff. The team finds 8 influence factors including mariners' operation skill, energy conserving consciousness, pulverization of oil head, situation of burning room, matching of fuel oil quality between mainframe and airscrew, shipping route design and influence of ocean situation in 6 aspects of human, machine, material, law, environment and test. For these influence factors, the team will take measures in 7 aspects including establishing incentive system, enhancing the tracing supervision on the ship maintenance and checking and guiding the reasonable route design for ships. The tracing s, supervision and guidance, and the on-site control over ships are enhanced through the effective implementation of the measures by both ships and shore parties, thus reducing the fuel oil consumption per unit and achieving significant effects. This TQC won the Excellent QC Result Award presented by COSCO Group and Ministry of Communication P.R.China.
