With the Presidents' meeting as the highest decision-making unit, the corporation has set up its administration organization structure made up of nine divisions and two centers which fulfill their own functions respectively. |

| On behalf of the central government authority, SASAC performs its functions as an investor in the enterprises' state-owned assets, which fulfills rights, obligations and liabilities. SASA performs its function as an investor through managing assets, staff and matters. As one of the industry giants in SOEs, COSCO's top management is appointed by SASAC based on the evaluation. SASAC, in a capacity of an investor, commands COSCO's Presidents' Meeting through files or meetings, and the Presidents' Meeting requires all functional divisions and professional committee to carry out the instructions of SASAC, develop rules and regulations in accordance with designed procedures to ensure the enforcement in production and management activities. |

| COSCO, together with its subsidiaries in both home and abroad, has established 7 major committees related to economy, environment and society, respectively, with corresponding management functions. The main tasks of the committees are to supervise, implement and review the policies related to economy, environment, society and others. Meanwhile, COSCO and its subsidiaries will supervise, implement and audit that the responsibilities of policies related to economy, environment, society and others are allocated to functional divisions, implementing the two-dimensioned management structure. |
