As a pilot unit of the Global Compact Promotion Office of China Enterprise Confederation to implement the global compact social responsibility, COSCO implements the global compact by strictly adhering to the global compact principles and implementation requirements. Starting from the global compact social responsibility management system, COSCO reengineered the business process according to the sustainable development requirements, develops and builds the global compact social responsibility information system to ensure the continual improvement of the authenticity, integrity, continuity and the comparability of the annual report.

COSCO realized that the sustainable development report should not be an advertising album and the advertisement of the enterprise, but should be a true reflection of the process and the results that the enterprise performs the social responsibility during the production and management decision-making; Global compact and sustainable development report serves the carrier and a bridge for the enterprise to communicate with relevant parties, and a method and a tool for the enterprise to consciously accept the social supervision. The reliability of the sustainable development report decides the trust of relevant parties, thus affecting the international position and reputation of the enterprise.

COSCO's subsidiaries launched the global compact and sustainable development efforts according to the Guiding Suggestions on Building A Resource-efficient Enterprise and Implementing Global Compact, and all subsidiaries established the sustainable development committee (Leading Group of Global Compact Implementation) and set the routine work offices to boost the implementation of the global compact and the sustainable development.

Meanwhile, in accordance with COSCO's Guiding Suggestions on Building A Resource-efficient Enterprise and Implementing Global Compact and SASAC's Guidance on Comprehensive Risk Management of State-owned Enterprises, all subsidiaries are required to prepare the Annual Plan for Implementing Global Compact and

Comprehensive Risk Management, allocate resources and expenses, propel the construction of a resource-efficient enterprise and implement the global compact and the comprehensive risk management.

As a pilot unit of implementing the global compact, COSCO Container Lines established the COSCO's sustainable development management system and released its sustainable development report for 2005 based on COSCO's Guiding Suggestions for Implementation Pilots of Global Compact and Comprehensive Risk Management. COSCO Container Lines obtained the experience in performing the global compact and the sustainable development and developed the materials being promoted across the whole group, making good preparation for COSCO to fully perform the global compact and the sustainable development.

In 2006, COSCO held the global compact training class and the internal audit class for sustainable development. Managers and heads of companies responsible for global compact and sustainable development took part in the training, understanding and mastering the global compact and the sustainable development to train the backbone employees of their respective companies. They learned the relevant information on the global compact and sustainable development and disseminated the meaning and the basic requirements of the global compact social responsibility. The responsible department of COSCO for the global compact and the sustainable development conducted the training on global compact and sustainable development for such
companies as COSCO Container Lines, COSCO Shipping, COSCO (H.K.) Industry & Trade Holdings Ltd and COSCO Network (Beijing). COSCO opened 10 training classes during the full 2006 with 410 trainees in total; 20 workshops were organized with 680 attendees in total.

China COSCO arranged special staff for implementing the global compact and the comprehensive risk management, guiding its subsidiaries COSCO Container Lines, COSCO Logistics and COSCO Pacific to implement the global compact and the comprehensive risk management.
