| This report is a vivid reflection of COSCO Group's great efforts to implement the Global Compact and sustainable development, undertake social responsibility and obligation, establish resource-efficient and harmonious enterprise, build up persistently growing enterprise, and realize sustainable development. It will inform COSCO's staff, suppliers, clients, partners, shareholders and investors, the state's administrative sectors, communities, and all related persons concerned about COSCO's development, of COSCO Group's social responsibility concept and practice as well as its efforts to drive the Global Compact and sustainable development and realize the world's sustainable development. |

The scope of this report is consistent with that of 2005, meeting all requirements of the GRI 2006 version with the comprehensive indicators covering the whole COSCO Group. The units implementing the sustainable development management system include 14 shipping, logistics and ship-building/ship-repairing enterprises that have material impacts on the group and the group's sustainable development and the overseas pilot unit COSCO UK in addition to the China Ocean Shipping (Group) Company (COSCO) and COSCO Container Lines in last year. This report places the emphases on the management measures and the business performance of COSCO and the first-batch companies that implement the sustainable development management system. It is planned that all tier 2 companies will be included into the 2008 report. The report is written in both English and Chinese and the report auditing is written in Chinese.
COSCO's sustainable development report is presented in multiple models including online version, printing version and video version. The online version will prevail in order to save paper. The printing version will be used for large conference, focused promotion and official delivery to relevant parties. The video version is a short film for the sustainable development report that enables readers to understand COSCO's sustainable development performance in 2006 in three minutes.
The online version is available at http//www.cosco.com. The COSCO Group's Report on Sustainable Development is available at http//www.unglobalcompact.com, the website appointed by the United Nations Global Compact Office.
COSCO's sustainable development report for 2006 is edited according to the normal fiscal year, and all information are COSCO's sustainable development performance in 2006 unless specified. Except COSCO Container Lines, it is the first time for other companies to disclose the information, so this report includes some previous information of these companies, which have been explained by notes, in order to make relevant parties understand their sustainable development evolution.
